War Child is striving for a world where no child’s life is torn apart by war. Our mission is to
protect, educate and stand up for the rights of children caught up in conflict. We aim to reach
children as early as possible when conflict breaks out, and stay to support them through their
recovery - helping to keep them safe, give them an education, and equip them with skills for
the future.
We understand children’s needs, respect their rights, and put them at the centre of the solution from supporting Syrian children to access education, to reintegrating child soldiers in the Central African Republic and promoting justice for young people in detention in Afghanistan.
We also work with children and young people to change systems and practices that affect
them – campaigning on the root causes of conflict and demanding that children are at the
centre of humanitarian response.
The Advocacy and Communications department plays a crucial role in this endeavour –
making sure we are communicating with impact about the children and young people we work
with, and calling on those in power to do the right thing to ensure children in conflict get the
support they need. From running hard-hitting campaigns to get important issues on the political
agenda, to developing media and digital strategies for our incredible music gigs, the Advocacy
and Communications team is at the heart of our efforts to increase War Child’s profile and
impact.
Overview of the Role:
The Director of Advocacy and Communications is responsible for leading a department that
consists of three teams – Policy and Advocacy, Press and PR, and Digital. The department is
responsible for three major objectives in delivering War Child’s strategy to 2019:
 To secure greater political and financial support, and influence policy change,
for children affected by armed conflict at national and international levels
 To significantly raise War Child UK’s media profile and brand awareness in
the UK and internationally to enhance our reputation, credibility and impact
 To considerably enhance War Child’s digital footprint to increase supporter
mobilization across fundraising and campaigns

In achieving these objectives, the department will be driven by a number of cross-cutting priorities that the Director of Advocacy and Communications is ultimately accountable for:
 Building and measuring our profile – whether increasing the quantity and diversity of our media coverage, expanding our digital reach, securing the attention of decision-makers, or increasing the number of high-profile supporters for War Child, we will strive to constantly increase our profile, and develop indicators and metrics to measure how well we are doing.
 Understanding our supporters and audiences – so that we can better target our communications across both media and digital channels for both fundraising and political impact, we will invest in better understanding those who engage with War Child, the kind of content that drives engagement and the journeys people take to get to us. This will help us to optimise our brand and our external-facing content to improve our impact, and develop best practice for the rest of the organisation.
 Creating better and consistent content – as we grow and professionalise, the standard of our communications content will also need to constantly improve, following a clear set of guidelines to ensure quality and consistency, and creating the internal systems and architecture to gather, store and use content to maximum affect.
 Increasing our responsiveness – we will seek to improve the responsiveness of our advocacy and communications across everything we do – whether rapidly reacting to major political events through media or lobby; being quicker to respond to the news agenda; or spotting opportunities for digital engagement.
 Becoming a force to be reckoned with – in order to achieve our objective of securing policy change for children in conflict, we need to ensure our voice is heard and that we are bold and ground-breaking enough to become a force to be reckoned with in political debates globally and nationally. We will develop hard-hitting campaigns which secure strong media interest, being prepared to speak out when the situation demands it, whilst also enhancing our credibility in the policy arena with rigorous analysis and sophisticated lobby strategies.
 Promoting the voices and demands of children and young people – we will ensure that we are creating further opportunities for children and young people we work with to become their own advocates in their own contexts, as well as working with them as part of our global advocacy work. We will strive for this to be an objective across all our communications.
The Advocacy and Communications Director is also a member of the Senior Management Team and so is responsible for wider organisational objectives, ensuring that we stay true to the five core principles that govern our strategy to 2020:
 We reach children early in the conflict cycle and we stay to support them through their recovery
 We are a specialist organisation focussed on high impact and sustainable interventions
 We champion the voices of children and mobilise others to take action in support of them

This role is a maternity cover which will deliver to the agreed strategy to 2020 and the priorities identified for the Advocacy and Communications team.
A) JOB SPECIFICATION: TASK AND RESPONSIBILITES:
In line with War Child’s five-year strategy and following the core priorities for the Advocacy and Communications Department, the Director will deliver the following tasks and responsibilities:
Policy, Advocacy and Campaigns
 Oversee the delivery of War Child’s two core campaigning priorities – stopping the targeting of children in war; and ensuring children who flee war are protected.
 Provide guidance and oversight for the development of advocacy strategies that deliver changes in policy and practice for children in war.
 Provide thought-leadership for War Child’s policy work, ensuring that our analysis is timely and adds value to current policy debates.
 Ensure that our advocacy and campaign objectives are supported with excellent communications across media and digital
 Promote collaboration across departments and teams to ensure our policy, advocacy and campaigns draw on our programmatic experience and complement our fundraising efforts.
 Represent War Child’s advocacy priorities at a national and global level – at events and meetings with decision-makers, and with our supporters.
 Build and maintain high-level relationships with national and global decision-makers
Communications – brand, press, PR and digital
 Oversee and manage War Child’s brand – ensuring consistent messaging and communications, enhancing internal understanding of our brand identity and raising our external brand profile
 Oversee and provide strategic guidance and advice for our press and PR work, promoting both quantity and quality of coverage
 Work with the press and PR team to enhance our relationships with media outlets and journalists, building our reputation as a ‘go to’ agency to comment on children in conflict
 Act as a media spokesperson for War Child, representing the organisation competently and authoritatively for high profile media opportunities
 Promote and support enhanced digital and online reach for the organisation, providing guidance and support for impactful social media strategies, and investing in data and analytics to inform and refine our digital strategies
 Promote digital partnerships and innovations that enhance our reach and reputation
 Build relationships with War Child’s high profile supporters – including our Global Ambassadors – providing strategic advice and briefings, and planning collaboratively with them
Management
 Effectively manage a growing department, promoting and supporting a high-functioning team
 Build the skills and competencies of leaders within the department to take strategic decisions and embrace increasing levels of responsibility
 Promote collaboration and communication within the department, through regular team and management meetings
 Build excellent internal relationships with other teams and departments, and promote cross-team working
 Act as a core member of the Senior Management Team – setting and monitoring War Child’s strategy, scrutinising finances and accounts, and engaging in decisions on strategic investment

B) PERSON SPECIFICATION – ESSENTIAL CRITERIA:
You are a highly-motivated individual with a background of achievement in advocacy and communications, as well as significant experience of management and organisational development.
You have experience of campaigning for change through strategically overseeing and managing impactful advocacy strategies that harness excellent policy analysis to influence decision-makers, as well as mobilising supporters for the cause. Candidates will need to show that they have a strategic understanding of how excellent communications can enhance the power of our advocacy, our fundraising and our programmes – and the role that media and digital can play to help drive support and build our brand profile.
You are excellent at building relationships internally to deliver the best possible impact through cross-team collaboration, and are also a strategic operator, able to engage with issues of importance to the organisation beyond the immediate demands of the Advocacy and Communications team. A thorough knowledge of the international development sector and the humanitarian system would also be a major advantage. Most importantly, you have a genuine and deep-seated commitment to helping children in dire circumstances in conflict areas.
Experience and Expertise:
 Demonstrable experience of developing campaign concepts and overseeing strategic advocacy goals, with a successful track record of managing teams to achieve policy change through a range of advocacy approaches and tactics
 Experience of managing external communications across functions – on cause and campaigns, as well as to support and advance fundraising and wider brand objectives - and raising brand and external profile
 Strong track record of building an organisation’s media profile, and enhancing impact and reach through digital and online strategies
 Proven experience of building relationships externally with senior decision-makers, journalists, and other high-level sector allies
 Excellent track record of building strong internal relationships across departments and teams in an organisation, delivering collaboratively and across functions
 Extensive experience of leading and managing teams, building and supporting leaders within those teams, and driving excellence and improved results
 Experience of having operated at Director-level on a Senior Management Team, taking responsibility for wider corporate objectives and cross-organisational priorities, and managing and scrutinising departmental and organisational budgets

C) CONTRACT TERMS
Working Hours: Full-time (37.5 hours per week)
Probation: 3 months
Salary: £63,180 - £74,503 per annum (depending on experience)
Leave: 28 days pa pro-rata, increasing by one day for each year’s service up to a maximum of 5 additional days – for UK
Pension: All eligible employees are automatically enrolled into a Group Personal Pension Plan. Contributions will be made on a salary exchange basis as follows: employees contribute a minimum of 3% of basic monthly salary to receive a contribution of 5% from War Child.

Somalia: Short term consultancy for a Health Laboratory Technical Officer

The objectives of WHO's Health Laboratory Technical Officer is to optimize WHO technical and policy support to health authorities in Somalia in the area of Health Laboratories with special focus on undertaking laboratory components of Malaria indicator survey (MIS) 2017.

Terms of reference;

Under the direct supervision of Medical Officer – MCE program and WHO Representative for Somalia, the incumbent will coordinate laboratory components for MIS with the following specific/assigned duties:

  1. Participate in planning, preparation and coordination meeting with Health Authorities (SCS, PL & SL) for MIS 2017 for Somalia.

  2. Coordinate and undertake training programs for laboratory staff involved MIS.

  3. Establish and sustain Laboratory Quality Management System for health laboratories taking part MIS in all zonal administrations in Somalia.

  4. Provide guidelines on procurement of laboratory supplies, screening kits, reagents and equipment used in MIS.

  5. Provide on-job training for the laboratory staff in operation of complex laboratory equipment’s (Real-time PCR) and performing diagnostic tests.

  6. Develop national supervisory and monitoring systems to ensure proper implementation of laboratory activities.

  7. Ensure timely collection, compilation and reporting all laboratory data during the survey.

  8. Provide technical support in the development of SOPs and diagnostic testing for infectious diseases in the Public Health Reference Laboratory - Mogadishu.

  9. Perform supportive supervision in selected health facilities in Somalia.

  10. Perform any other duties assigned by the organization head in the area of Health Laboratories and Blood Safety.

Education (Qualifications): Essential:*****University degree in Medical Laboratory Sciences from a recognized Institution with M.Sc. specialization in Infectious Disease or similar field.

Experience -At least five years’ work experience in medical laboratory practices in clinical or research facility.

Desirable: Previous working experience with WHO and Knowledge of WHO mandate and goals and or experience in UN organizations/agencies or international institutions.

Iraq: Education Technical Advisor

Purpose of the Job
WCUK is recruiting an Education Technical Advisor to bring technical expertise and input to its current and planned programmes in Iraq. Currently, WCUK is running an informal education project in Ninewa Governorate in Iraq, and over the coming months the programme will significantly expand its education programming in other locations.

The Education Technical Advisor will support the development and delivery of War Child UK’s education programme, provide strategic input in clusters and design education projects relevant to the context in KRI and Iraq in general. This will include Education in Emergencies but not limited to it. Leading WCUK’s engagement with the Ministry of Education at different levels and the relevant coordination forums, the Advisor will position War Child UK in Iraq to be seen as a strategic partner in improving access and quality of education for children in Iraq. The Advisor will split their time between the various educational programmes in Iraq, ensuring high quality technical input at all stages of the programme cycle.

Iraq: Programme Funding Coordinator

Purpose of the Job
The Programme Funding Coordinator will work with the country office teams to ensure relevant programming and funding for country programmes, ensure the compliance with WCUK’s Quality Framework, and help WCUK adopt new ways of working to realise our ambition. The main purpose is assisting country office teams to conduct needs assessments, develop project concepts with partners/beneficiaries and submitting institutional proposals, and 20% in developing relationships with established and new humanitarian donors in and outside Iraq.

The Programme funding coordinator will provide on the ground support to country office teams in designing high-quality projects and evidence-based proposals compliant with donor guidelines, in child protection, education and livelihoods. A special focus will be given to Child Protection, Education and livelihood projects, and to new, larger, and/or longer term consortia opportunities. This position will be instrumental in securing new strategic partnerships with INGOs and will support the Programmes team in London and Country teams access new humanitarian donors. Development. Our programmes are focussed on the needs of children and their families who
have been displaced from the conflict in Syria, both in refugee camp and host community
settings. As the war in Syria enters its sixth year, the prolonged humanitarian crisis shows
no sign of abating. War Child has scaled up its programmes over the past two years, and we
now have a staff team of over 60 in Jordan, with 5 local partners, a 2017 budget of almost £2
million, and a projected reach of up to 20,000 children, young people and their caregivers.

The Area Programme Manager (APM) is responsible for War Child operations in Duhok. The Area
Programme Manager will be expected to lead on programme development and management. S/he
will supervise and work directly with his/her team in Duhok and the country office in Erbil. APM is

implementation of the programme, financial management of the projects, advocacy, M&E and

Development Gateway (DG) is currently implementing an exciting program with UNICEF to increase the use of data published to the International Aid Transparency Initiative (IATI) within the Madagascar Aid Management Platform (AMP). The Aid Management Consultant will be an integral part of this program.

The Aid Management Consultant (AMC) will build the capacity of Government of Madagascar counterparts in the Prime Ministry to interpret, understand, and use IATI data. This includes support to Ministry staff and Development Partners in mapping IATI to AMP data, how to use the IATI import tool, and ensuring development partners are able to use the data for AMP inputs and updates. The AMC will track any issues reported with system usage, and server as the first point of contact from users of the IATI Import tool.

The AMC is expected to have a high comfort level in using and working with development data, and a commitment to transferring knowledge and skills to government counterparts. The AMC will attend a two week training to be held in Washington, DC prior to being based in Antananarivo for the final 3 months.

Responsibilities :

  • Train Madagascar Prime Ministry staff on how to access and interpret IATI data, how to identify quality IATI data and usefulness
  • Train Ministry staff on how to use the IATI Import tool to map IATI data to AMP data
  • Support the Ministry in coordinating and training development partners, including UNICEF staff, on how to use their IATI data within the AMP
  • Liaising with the DG technical team regarding technical issues or questions from partners’
  • Validation of data in the system; checking for data inaccuracies and data completeness
  • Provide feedback on and feed into training tools created and used
  • Build capacity of government staff and other stakeholders on how to use the imported data, combined with existing AMP data for statistical and geospatial analysis, creating and improving government reports using IATI data.

Switzerland: RFP 2017/HTM/HIV/008: Consultancy to support the HCV normative guideline development process

In 2014, WHO launched the 1st Guidelines for the screening, care and treatment of persons with chronic hepatitis C infection. In 2016, an update to the guidelines was developed and a guideline development committee met to develop new recommendations that were not included in the 2014 guidelines. The Global Hepatitis Programme (GHP) of WHO aims to update the HCV treatment guidelines and disseminate these by the end of 2017. It will follow the same format as in 2016.

The 2017 HCV treatment guideline development process will include a Guideline Development Committee (GDG), who will provide guidance on PICO questions via a series of scoping meetings and teleconferences from April 2017 to December 2017. The release of the final document is anticipated by the end of 2017.

The 2017 HCV treatment update process has already started and PICO questions are under development and fairly well established. The Guideline Development Group has been nominated.

Objectives of the assignment:**

The consultant will assist WHO/HIV/GHP with technical and project management expertise to support the 2017 HCV treatment guideline development process.

Main Tasks:

The main objective is to provide technical and project management support to the GHP Team lead who heads the Secretariat for the 2017 HCV treatment guideline development process. The outlined tasks and deliverables for this contract are:

  1. Develop and regularly update, an overall concept and detailed work plan for the elaboration of the normative Guidelines.

  2. Support the development of scoping documents and prepare the initial GRC planning proposal and final GRC submission of the HCV treatment guideline document.

  3. Prepare back ground documents, draft presentations, and minutes for the meetings of the HCV treatment guideline WHO Steering Group and monitor the implementation of agreed action points. Ensure accurate and accessible filing on the meetings.

  4. Facilitate the systematic reviews and data synthesis on HCV treatment and service delivery approaches by drafting terms of reference for systematic reviews (other work may include modelling, literature reviews, values and preferences etc.) needed for normative and implementation guidance. Ensure the cohesiveness of various components (including the complementarity of PICO questions).

  5. Prepare the discussion documents for the teleconferences and meetings with the Guidelines Development Group, draft agenda’s and develop minutes. Support other subgroup meetings as required. Ensure accurate and accessible filing on the meetings and teleconferences.

  6. Facilitate internal and external communication on the HCV treatment guideline process and ensure updated mailing lists and contact database.

  7. Prepare communications for the Team Lead for stakeholders based on the roles assigned in the work plan, from groups and contributors, and ensure that an accurate filing system is maintained.

  8. Draft mock-ups for the guideline chapters and conduct a technical editing and quality control of all components, as well as ensure adherence to a joint format and style. Track the contributions to be handed in. Provide technical input on agreed upon chapters as requested by the GHP coordinator.

  9. Draft six-monthly UNITAID grant reports related to the normative guidance development.

  10. Facilitate support to the guideline publication and products in terms of lay-out and printing production checking and proof reading.

  11. Support GHP in convening a group of implementation experts on hepatitis service delivery or other defined areas to reach consensus on implementation science research gaps. Prepare back ground documents, draft agenda’s, and produce minutes of the meetings.

  12. Propose a mechanism to monitor the implementation of guidance to identify focus/early adopter countries to enable adoption of existing WHO recommendations. Compile best estimates of the key indicators of the cascade of testing, care and treatment (core indicators C2, C6, C7 and C8) in the focus countries. This will be done in collaboration with our Strategic Information unit and the country intelligence system.

Key requirements for this consultancy:

Essential Education:

Essential Work experience:

Five years of public health work experience of which at least four years in the field of HIV or Hepatitis.

Desirable Work experience:

Experience in systematic reviews, guideline development, and in WHO will be an asset. Experience in Hepatitis guideline development will be an asset.

  • Demonstrated capacity to write and communicate in English

Additional information:

The place of performance of the work under the Contract shall be on site, within the WHO premises at WHO headquarters in Geneva (Switzerland).

The implementation of the assignment may require international travel; costs for such travel will be borne by WHO according to its rules and regulations. The contractor has to be legally entitled to work in the country or countries where the work is to be carried out, and is expected to be in the possession of an unrestricted passport.

This consultancy will be initiated for 12 months, and for 12 days per month. War Child UK is looking for a dedicated individual to support the Press Officer – Brand & Partnerships Team to take a lead on creating strategies to build brand awareness and promote fundraising activities.

War Child’s office is a lively and fast-paced environment made up of a team of extremely dedicated staff. We’re looking for someone who can fit in well and bring their personality, creativity and professionalism to our communications and the wider charity.

Task and Responsibilities:

  • Work with Head of Press and PR to plan and deliver proactive and reactive media activity to increase War Child’s brand awareness and promote our fundraising activities
  • Write strategies and brief PR Agencies or PR teams at partner organisations to ensure all cross-organisation opportunities are well managed
  • Ensure that War Child’s campaigns and programmatic work is including in brand, events and partnerships coverage where possible
  • Work with teams across the organisation to spot PR opportunities
  • Collaborate with War Child’s external partners on raising awareness of fundraising partnerships and campaigns to ensure that the War Child message is maximized and that the brand is consistent
  • Develop working relationships with journalists building relevant key contacts

1.About Can’t Wait to Learn

Can’t Wait to Learn (CWtL) proposes new cost-effective solutions to the urgent challenges facing education for children in emergencies. By utilising innovative technological solutions with a focus on serious gaming, CWtL builds on concepts which have been successfully piloted in Sudan. Can’t Wait to Learn has the potential to provide out-of-school children with access to education opportunities, especially in rural areas where no formal schools exist. The programme uses education technology as part of a model of education which is offering certified curriculum level content through applied gaming and personalised pupil engagement. The programme uses a range of innovative, results focused approaches: combining context specific applied gaming and community-based facilitation instead of waiting for formal schools to be built; a strong innovation management staged approach to growth with rigorous appropriate research; and focusing on getting the right partnerships in place.

2. Purpose of the consultancy

The candidate will shoot storytelling activities. Total number of stories is 10, all of them are educational. Average 7-10 minutes per video.

3. Specification

· Location should be provided by the Consultant, simple, no distraction, friendly wall color;

· Equipment for this work must be provided by the consultant. War Child will not provide any (one cameras, light, sound system, editing needs & all the complementary needed equipment);

· The Consultant will be overseen by the Project Manager for CWTL;

· Film a total of 10 videos.

All final videos should be submitted to WCUK in Amman by 1st of June 2017

4. Copyright, patents and other proprietary rights:

Except as is otherwise expressly provided in writing, WCH shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, knowhow, or documents and other materials which the Contractor has developed for WCH under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for the WCH. To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, WCH does not and shall not claim any ownership interest thereto, and the Contractor grants to WCH a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract. Subject to the foregoing provisions, all maps, drawings, photographs, mosaics, plans, reports, estimates, recommendations, documents, and all other data compiled by or received by the Contractor under the Contract shall be the property of WCH, shall be made available for use or inspection by WCH at reasonable times and in reasonable places, shall be treated as confidential, and shall only be delivered to named WCH staff.

5. Child Safety:

This assignment will involve working with children. In this respect the bidding contractors need to be aware that:

  • Successful contractor’s references and background checks will be carried out in conformity with War Child UK’s Child Safeguarding Policy.

  • Successful contractor will be required to sign a Child Safety Statement as a measure of their commitment to protect children, as well as to undertake Child Safeguarding training prior to beginning the consultancy (2 hours).

  • Successful contractor will be required to sign Child Media Waiver Consent Forms in all manner of participation of the children in the making of the videos

6. Required skills and experience:

  • Bachelor degree in communication, filmmaking or related areas.

  • At least 5 years of professional experience with a proven professional record in working in the field of filmmaking and communication; experience in working with child-focused organizations is an asset.

  • Ability to work under pressure and meet tight deadlines.

7. Contractual Terms:

  • Type of Contract: Consultancy Agreement

  • Start date: ASAP

  • Film time: 3-5 days, estimate 4 hours per day

  • Work Location: Amman
